Jeszemma Howl

Councillor Jeszemma Howl is the Cabinet Member for Governance and Digital. In this role, she provides political leadership and direction across a wide-ranging portfolio that includes governance, legal and democratic services, elections, scrutiny, and information governance. She is also responsible for digital transformation, including IT, data and analytics, digital infrastructure, inclusion and innovation.

Cllr Howl oversees customer services, registrars, archives, corporate complaints and feedback, councillor and civic support, and the Council’s people agenda, including HR, organisational development, health and safety, and emergency planning. She leads on performance, efficiency and service improvement, ensuring decisions align with the Council’s vision, values and priorities, including fairness, inclusion and a digitally driven city.

As a Cabinet Member, she acts as the Council’s spokesperson for her portfolio, develops policy, sets budget priorities, works with scrutiny and opposition members, and represents the Council locally and nationally.
